President Obama, in tonight's State of the Union address, will propose extending a partial federal spending freeze through 2015 even as he asks Congress to spend more on education and research to help spur economic growth.
He'll also pay tribute to injured Congresswoman Gabby Giffords, her staff, and Tucson residents and first responders who acted with bravery in the aftermath of the shooting rampage.
